Following the introduction of Toy Quality Control Order in 2020, the safety of toys became the legal responsibility of BIS or Bureau of Indian Standards. It made getting the BIS license important for every toy manufacturer that wants to sell the toys in India. Thus, whether you’re an Indian manufacturer or a foreign one, getting BIS license is a primary requirement you can’t ignore anymore.

What are the different standards of BSI licenses?

Toys can be categories in two kinds:

  1. One that run on electricity like remote control cars, electric planes etc.
  2. And others, that are mechanical in nature like dolls, teddy bears, spin tops and more.

The aforementioned categories of toys have to adhere to different IS Standards in order to obtain BIS license number:

  1. For the electric toys, the manufacturer has to adhere to the IS 15644:2006
  2. For the non-electric, mechanical toys, the manufacturer has to adhere to the IS 9873 Part 1

Despite these differences in standards, the general procedure of obtaining the BIS for toys license remains the same.

BIS Certification process for Indian manufacturers

if your toy manufacturing facility is situated in India, then the process you need to follow to obtain the BIS license is as follows:

  1. First, you need to create a profile at the Manak website.
  2. Then, depending upon the type of toy you’re manufacturing, you need to choose the Indian Standard.
  3. Choosing the standard will direct you to the appropriate application form that you’d need to fill.
  4. As you input those details, at specific section, you’ll be asked to upload the requisite documents. Make sure that you’re ready beforehand to submit them.
  5. After submission of application upon paying the BIS license fees, you’ll obtain a receipt number.
  6. There is a chance that the BIS won’t pick your application for assessment right away. Thus, keep checking on your BIS license status by using the given receipt number.
  7. Once the BIS starts the assessment, you might receive certain notifications to:
    1. Provide additional information
    1. Rectify certain issues with the application.
  8. Once the assessment is over, and the BIS accepts your application, you’ll receive a notification mentioning the date of inspection of your manufacturing facility.
  9. Prepare yourself accordingly and be ready to receive the inspector at your factory.
  10. After inspecting your premises, the auditor (inspector) will draft a report and forward it to the BIS, along with his recommendation.
  11. Based on that recommendation, you’ll be granted the BIS license in India.

BIS Certification for foreign manufacturer of toys

The steps for Indian and foreign manufacturers to obtain the BIS license are practically the same, but with few differences as given below:

  1. The portal: For foreign manufacturers, the portal that provides BIS certification process if BIS India.
  2. The Inspection: Once the application is accepted and it’s decided that the inspection will take place, the foreign manufacturer has to bear the BIS license cost of:
    1. Transportation so that the inspector can come visit their country.
    1. Expenses for staying in the country till the inspection is complete.

  7. Online application form’s printout
  8. Undertaking
  9. Power of Attorney authorizing a BIS consultant.
